Most running toilets are a flapper. Most failed flapper replacements are the wrong flapper. And the single most common reason is that somebody bought a 2-inch part for a 3-inch valve, or the other way round, because from the shelf they look like the same thing in two sizes.
They are not quite the same thing, and there is a third possibility that catches people out entirely.
The short answer
3-inch became common on newer high-efficiency toilets. A bigger opening dumps the tank faster, which is how a 1.28-gallon toilet still flushes hard.
Measure the opening in the bottom of the tank, not the flapper. The flapper stretches and distorts with age; the valve seat does not.
⚠️ Check it is a flapper at all. Plenty of 3-inch valves use a canister (tower) seal instead of a hinged flapper — a completely different part that no flapper will fit.
How to tell which one you have
Do this before you buy anything. It takes two minutes.
- Shut off the supply at the stop behind the toilet and flush to empty the tank.
- Look at the drain opening in the bottom of the tank — the hole the water leaves through.
- Measure across that opening, inside edge to inside edge. Roughly 2 inches or roughly 3 inches; there is no ambiguity between them once you have a tape on it.
Measure the seat, not the old flapper. A ten-year-old flapper has been sitting in chlorinated water its whole life. It warps, swells and hardens, and measuring it gives you a number that was never the spec.
The no-tape-measure version
If you are standing in the aisle without a measurement: a 2-inch valve opening is roughly the diameter of a baseball, and a 3-inch opening is noticeably wider than a soda can. If you are looking at it thinking “that seems big,” it is a 3-inch. Go measure properly before you commit — but that comparison will usually tell you which aisle you are in.
⚠️ First check whether it is a flapper at all
This is the step that saves the wasted trip. Not every flush valve uses a hinged rubber flapper.
- Flapper. A rubber flap hinged at the back, lifted by a chain from the flush lever. Most common, both sizes.
- Canister / tower seal. A cylinder in the middle of the tank that lifts straight up, sealing on a ring-shaped gasket underneath. Common on newer 3-inch valves. The wear part is a rubber seal ring, not a flapper — and no flapper will fit it.
If you look in the tank and see a tube that rises vertically rather than a flap that hinges, stop looking for a flapper. You need the seal kit for that valve, and it is usually brand-specific.
Why 3-inch exists at all
It is not marketing. When federal standards pushed toilets down to 1.6 and then 1.28 gallons, manufacturers had less water to work with and needed it to leave the tank faster to keep the flush strong. A wider valve opening moves the same volume in less time, which is what produces the flush.
That is the practical consequence for you: on a 3-inch toilet, a marginal seal is not just a running toilet, it is a weaker flush. The system is engineered around that discharge rate. What goes wrong when the size is off
- A 2-inch flapper on a 3-inch seat simply cannot cover the opening. Obvious immediately — the tank will not hold water.
- A 3-inch flapper on a 2-inch seat is the sneaky one. It may sit down and appear to seal, then leak slowly because it is bridging a seat it was never shaped for. You get phantom flushing — the tank refilling by itself every few hours — and a water bill that creeps.
- Right size, wrong shape. Some valves have a raised or contoured seat that a generic flapper will not match. If a correctly-sized new flapper still weeps, that is usually why.
Universal flappers — what they actually cover
“Universal” on a flapper package almost always means universal within a size, not across sizes. A universal 2-inch flapper fits the common variations of 2-inch seats. It will not fit a 3-inch valve.

While the tank is open
You have the water off and the lid off. Two things worth thirty seconds each:
- Check the fill valve. If the toilet has been running, the fill valve has been running too. They wear together, and replacing both is barely more work than one — see fill valve replacement. A tank repair kit bundles them.
- Check the chain slack. Too tight and the flapper never fully seats; too loose and it catches underneath. You want a little slack, no more.
