Before you buy a toilet, there’s one measurement that decides whether it will physically fit — and it takes thirty seconds. Get it wrong and the new toilet either won’t reach the drain or won’t clear the wall, and you’re loading it back into the car.

How to measure rough-in
Measure from the finished wall behind the toilet to the center of the closet bolts — the bolts holding the toilet base to the floor. That distance is your rough-in.
Two details people get wrong:
- From the wall, not the baseboard. Baseboard adds most of an inch. If the baseboard is in the way, measure to it and add its thickness.
- Front bolts only if your toilet has two pairs. The rear pair is not the reference.
You don’t need to pull the toilet. Wall to bolt center, done.
Two words that mean different things
Worth clearing up before you shop, because it causes real returns. The number on the toilet’s box is the rough-in the toilet was designed for. The number on your bathroom floor is what the plumber actually roughed in, years ago, possibly before the finished wall went on. They are two different measurements that happen to share a name, and your job is to match them.
A related trap: some manufacturers publish a “12-inch rough” model whose bolt centers sit slightly forward of 12 inches on purpose, to give clearance behind the tank. That is normal and fine. It is why the practical rule below is “within about half an inch,” not “exactly 12.”
What the number means
- 12 inches — the standard. The overwhelming majority of homes, and nearly every toilet on the shelf is built for it.
- 10 inches — common in older houses and small bathrooms. Fewer models, but every major brand makes them.
- 14 inches — less common, mostly older construction. Also a smaller selection.
Measurements come out slightly off — 11.5 or 12.25 — because of flooring and wall finishes. Round to the nearest standard size, and if you’re within about half an inch of 12, a 12-inch toilet will fit.
Measuring in the awkward cases
Wall-to-bolt covers most bathrooms. These are the ones that catch people:
- The toilet is already off. Measure from the finished wall to the center of the flange, not to a bolt slot. The slots are long, and where the old bolts happened to sit tells you nothing.
- There is a chair rail, tile base, or thick trim. Measure to the face of whatever is actually there and note it separately. A tank that fouls a chair rail sits forward, and then the lid will not come off cleanly.
- The wall behind is not the reference wall. On a corner or an angled install, measure to the surface the tank will actually sit against.
- New flooring is going in. The rough-in does not change, but the flange height relative to the finished floor does — and that is the measurement that ruins install day. Decide the floor before you set the toilet.
- Wall-hung. Rough-in as described here does not apply. A wall-hung toilet is set by its carrier, and swapping one is a wall-opening job, not a shopping decision.
If your rough-in isn’t 12
Buy the toilet made for your measurement. That’s the clean answer and it costs nothing extra. A 10-inch rough-in toilet in a 10-inch space sits correctly, with no adapters and no compromise.
What you should not do is force a 12-inch toilet into a 10-inch space. It won’t reach the flange, and the workarounds — offset flanges, shifted bolts — turn a simple swap into a job with more failure points. An offset flange is a legitimate tool for a genuine problem, but it is not a substitute for buying the right toilet.
Going the other way is more forgiving: a 10-inch toilet in a 12-inch rough-in works, it just leaves a two-inch gap behind the tank. Some people never notice it; some hate it.
Also measure before you buy
- Side clearance — from the toilet’s centerline to any wall, vanity, or tub. Codes generally require a minimum; check yours, and check that the door still swings.
- Bowl shape — elongated bowls are more comfortable and project further into the room. In a tight bathroom that extra length is the difference between fine and awful. See round vs elongated.

The clearances, with actual numbers
“Check your code” is not much use when you are standing in a small bathroom with a tape. Here is what the plumbing code as adopted in Georgia requires, so you at least know what shape the rule is. Confirm your own jurisdiction — these are commonly amended and accessibility rules can be stricter.
- 15 inches minimum from the toilet’s center to any side wall, partition, vanity or other obstruction. That is 30 inches of clear width if the toilet is centered between two of them.
- 21 inches minimum clear in front of the toilet, to any wall, fixture or door.
- 30 inches minimum center to center between adjacent fixtures where nothing separates them — the one that bites when a toilet is tucked beside a lavatory.
- A toilet compartment has to be at least 30 inches wide and 60 inches deep for a floor-mounted toilet, or 30 by 56 for wall-hung.
The one that surprises people is the 21 inches in front measured to a door. A door that swings in and clips the bowl is a fail, and it is discovered at the worst possible time — after the vanity has been ordered.
While you have the tape out: the code’s minimum supply pipe size for a flush-tank toilet is 3/8 inch. If somebody has fed yours with something smaller, that is worth knowing before you blame a new fill valve for a slow refill.
The parts you’ll need on the day
- Fluidmaster 7513 extra-thick wax ring with flange — for 3-inch and 4-inch waste lines. Buy a fresh one; a reused ring is a leak waiting to happen.
- One N Done toilet flange repair kit — if you pull the old toilet and find a broken or sunken flange, which is common enough that it’s worth knowing this exists before you’re standing there with the water off.
A flange sitting below finished floor level is its own problem with its own fix — toilet flange too low. ⛔ Whatever you do, don’t stack two wax rings.
“It won’t sit down” — working it backwards
The new toilet is the right rough-in and it still rocks or will not pull down flat. In order of likelihood:
- The flange is proud of the finished floor. New flooring went over the old, the flange stayed put, and now the china is riding on it. This is the single most common cause and it is not fixed by tightening the nuts.
- Old wax was not fully cleaned off. A ridge of hardened wax under the horn holds the base up a hair. Scrape to bare porcelain and bare flange.
- The bolts are too long and bottoming in the cap. Cut them after the toilet is down, not before.
- An uneven floor. Shim, then caulk — and do not overtighten to close a gap. Torquing a toilet down onto a high spot cracks the base, sometimes weeks later.
- A skirted bowl. Concealed-trapway toilets usually mount to a bracket or plate fixed to the floor first, and they are far less tolerant of a rough-in that is off or a flange that is not level. Read that manufacturer’s instructions before the water goes off, not during.
🔴 Never stack wax rings to bridge a gap. Two rings squeeze unevenly and the joint fails; use an extra-thick ring or a flange extender designed for it.
