Water Heater Thermostat or Element? How to Tell Them Apart

An electric water heater with no hot water gets blamed on the element, and often that’s right. But a dead element and a dead thermostat produce the same symptom — and swapping the wrong part means doing the whole job twice.

How the two thermostats actually work

A residential electric heater has two elements and two thermostats, and — this is the part that explains everything — they never run at the same time.

  1. Cold water fills the tank. The upper thermostat sees cold and sends power to the upper element.
  2. Once the top of the tank is hot, the upper thermostat hands power down to the lower thermostat.
  3. The lower element then heats the rest of the tank until its thermostat is satisfied.

So the upper thermostat controls the whole sequence. If it fails, nothing downstream ever gets power — which is why an upper failure looks like a completely dead heater.

Reading the symptom

  • No hot water at all → upper thermostat or upper element. The sequence never starts.
  • A little hot water, then cold, and slow recovery → lower thermostat or lower element. The top heats, the bulk doesn’t.
  • Water far too hot, or scalding → a thermostat stuck closed, calling for heat when it shouldn’t. Treat this as urgent.
  • The red reset button keeps tripping → the high-limit is doing its job because something is overheating. Do not just keep resetting it.

Notice that each row has two possible causes. That’s the whole problem — and the reason to test rather than guess.

Telling the thermostat from the element

🔴 Kill the breaker first and verify it’s dead at the terminals with a meter or non-contact tester. This is a 240-volt appliance. Test your tester on a known-live circuit first.

Then, with power off:

  • Test the element for continuity. No continuity = dead element, and that’s your answer — see element replacement.
  • Element reads fine but that half of the tank never heats → the thermostat feeding it isn’t passing power. That’s your thermostat.
  • Press the high-limit reset (the red button on the upper thermostat) once. If it holds and everything works, note the date — if it trips again, something is genuinely overheating and needs diagnosing, not resetting.

What to buy

Thermostats are inexpensive, and if one has failed on a heater that’s been in service a while, the other is the same age with the same duty. Doing them together saves draining and dismantling twice.

The step that ruins new parts

⚠️ Refill the tank completely before restoring power. Energizing an element that isn’t submerged destroys it in seconds — and that applies just as much when you’ve only replaced a thermostat, because the tank still had to be drained to reach it. Run a hot tap until it flows steady with no air, then switch the breaker on.

Also make sure the thermostat sits flat against the tank wall under its bracket. One that isn’t in firm contact reads the wrong temperature and will cycle badly or trip the high limit.

When it isn’t the thermostat either

Sediment insulating the lower element makes it overheat and fail early, and will do the same to the new one — so flush while the tank is drained (how to flush a water heater).
